Background

The District of Oak Bay is undertaking a playground equipment replacement program to update the playgrounds in our Parks system over the next 5+ years. The first two playgrounds to be updated were Windsor and Henderson-Kiwanis Park.

The third playground to be updated is Quimper Park, located on Quimper Street near Harling Point. Through an open request for proposals, the District has selected Swing Time Parks and Playgrounds as the successful bid and the contract was awarded at the July 28, 2025 Regular Council Meeting.

Where we are today

The engagement process conducted in August identified a clear community preference for one of the proposed playground designs, along with several suggestions for enhancement, including a request for additional swings. In response, staff collaborated with the vendor representative to revise the preferred design, increasing the number of swings from two to four to better reflect community feedback. The revised design can be viewed on the right side of the page.

We were recently advised that our Canadian equipment supplier is experiencing high demand, which has impacted delivery timelines. In addition, the installation of rubberized surfacing requires a sustained period of dry, warm weather. After assessing these factors, staff have determined that construction will begin in Spring 2026. This schedule will allow for efficient installation and ensure the new playground is ready for families in advance of the busy summer season.
