Background
The District of Oak Bay is developing Development Cost Charge (DCC) and Amenity Cost Charge (ACC) programs. These DCCs and ACCs are the first of their kind for the District.
Where we are today
January 2025 - The District adopted the Amenity Cost Charge Bylaw on January 13, 2025. This program is now in place for new development. Projects that were in-stream at the time of adoption are protected from the bylaw changes until January 12, 2026.
The Development Cost Charges Bylaw received three readings on December 9, 2024. That program has now been referred to the Inspector of Municipalities for review and approval.
Development Cost Charge (DCC)
DCCs are one-time fees collected to help communities recover the costs of off-site infrastructure needed for growth. DCCs are a Provincially regulated tool. The Local Government Act sets out the general requirements under which local governments may administer DCC programs.
Funds generated through DCCs are intended for one-time capital costs and are only applied to growth-driven projects. DCCs can fund capital costs including:
- Transportation services
- Water services
- Drainage services
- Sewer services
Amenity Cost Charge (ACC)
ACCs are one-time fees collected by local governments to help recover the costs of amenities that provide social, cultural, heritage, recreational, or environmental benefits to a community.
Much like DCCs, they are a development finance tool in the Local Government Act for one-time capital costs and are only applied to growth-driven projects. ACCs can pay for the following amenities:
- Community, youth, or seniors’ centre
- Recreation or athletic facility
- Library
- Daycare facility
